The East Village's Chipp Inn is a pleasant oasis from Wicker Park. It's a secluded spot, and the makeup of the patrons demonstrates that. It doesn't have much to offer to people out on the town, so it's happily relegated to being a regular's pub. More comfortable than the average dive, the jukebox is great, the drinks are cheap, the regulars are obvious and friendliness abounds. The best bar in a dozen square blocks, for certain, Chipp Inn has a down-to-earth, welcoming air.
